Ramallah, 29/03/2018 - The Democracy and Workers’ Rights Center (DWRC), in cooperation with the Palestinian Labor Ministry, held a workshop yesterday in Ramallah to discuss the results of the recent inspection campaign for the construction sector, and to develop an action plan for the international day of occupational health and safety. The workshop was attended by the Minister of Labor, Ma’moun Abu Shahla, the general director of DWRC, Hasan Barghouthi, the Assistant Deputy Minister for the Tripartite Committee, Abdel Kareem Daraghmeh, the Assistant Deputy Minister for Directorates Affairs, Ameen Al Matour, the General Director of the Labor Inspection department, Ali Al Sawi, and labor inspection directors and employees from various governorates.

The workshop was opened by the general director of inspection department at the Labor Ministry, Ali Al Sawi, who spoke about the Labor Ministry’s mission and vision that aims to create a safe work environment and conditions, in which the minimum rights of workers are realized, through guaranteeing the implementation of the Palestinian Labor Law. Mr. Al-Sawi also talked about the inspection campaign and random field visits to workplaces in the construction sector, which is a sector where labor inspectors monitor many hazards related to the work environment, and where high rates of work injuries continue to be recorded.

The general director of DWRC, Hasan Al Barghouthi, stressed the importance of complying with occupational health and safety standards, and the importance of providing decent work conditions in the work environment, so that workers can have a decent life. He also demanded a renewal of the memorandum of understanding between DWRC and the Labor Ministry, for joint cooperation and to provide services to the country and its citizens.

The Minister of Labor, Ma’moun Abu Shahla, praised the role of labor inspectors during the inspection campaigns that took place in various sectors in all governorates, in order to ensure compliance with occupational health and safety standards and the implementation of the Palestinian labor law. He stressed the need to pursue the implementation of such campaigns, and the importance of increasing awareness of the prevention of risks at work among workers and employers. He also mentioned the importance of providing protection tools and equipment in workplaces, especially in the construction sector, where many work injuries have occurred, including fatal ones.

During the workshop, the results of the campaign were announced, as 354 legal actions were taken against establishments found in violation of the law, through 710 field visits that included 485 establishments.

Participants of the workshop stressed the necessity to coordinate with relevant authorities, such as the Public Prosecution, police, municipalities and Civil Defense, to develop work mechanisms to organize the work environment in the construction sector. They also recommended to strengthen the capacities of new inspectors through the implementation of specialized training courses on the construction sector, and to raise workers’ awareness about protective measures regarding occupational health and safety, in cooperation with representatives of trade unions.

Directors and staff of directorates presented planned activities related to the international day, which are scheduled to start on Wednesday, 25/4/2018 in Hebron governorate, in conjunction with activities in other governorates.
